Knowsley has an exciting role within the Whole Life Commissioning Team as a Placement Support Officer within the ART Placements Team. 

We are looking for a Placements Support Officer to assist in the monitoring and performance of providers, in relation to meeting young peoples identified/ assessed needs within the scope of the relevant contractual arrangements. 

The role also requires the post holder to visit commissioned care facilities, carrying out a variety of audits involving spot checks and quality assessments, to gather evidence to ensure that services are meeting the standards required of them. The post holder will deliver and embed quality assurance and contract monitoring functions across the children looked after accommodation market including, but not limited to, residential, fostering and semi-independent provision. 

The role is to support the Commissioning and Contracts Officer in identifying and delivering good quality placements and outcomes for children looked after.

It includes ensuring that our services are driven by evidenced needs and analysis, and that service delivery meets the needs of, and improves outcomes for Knowsley residents.  

A relevant professional or academic qualification to NVQ4 or an equivalent level of proven experience relevant to the requirements of the post

Applicants must have:

  • Experience of quality assurance and contract monitoring in the internal and external market
  • A good working knowledge and understanding of relevant legislation, best practice guidance and key national policy drivers in health and social care
  • A good understanding of the external market and the importance of the market oversight and quality assurance function
  • Knowledge of the personalisation agenda, and the provision of personalised care and support
  • A good understanding of Safeguarding policies and procedures and the protection of people at risk
  • A High level of written/oral skills and strong interpersonal and communication skills.  Ability to present information and findings to a wide range of audiences.
  • Ability to ensure compliance with regulatory and contractual requirements relating to quality standards, systems and processes and ensuring that providers work to these
  • Excellent interpersonal skills with an ability to develop trusting relationships, with both service providers and key stakeholders and people who use the services.
  • Ability to provide guidance and advice to service providers to develop good practice to comply with  quality standards
